can I turn off data only on the iphone, so that if I'm not in a wifi area then data will be off but phone calling and messaging still allowed

Thats the cellular on/off switch in your settings. You can still make or receive phone calls and use wifi.  You cannot do MMS messaging as that requires data, but if on wifi you can use imessage and SMS messaging. When data is off like this you will not see the icons on top showing LTE or 3G, etc.
